The old SOL listed 53 occupations where foreign workers could be hired at a 20% discount on both the general salary threshold AND the occupation-specific going rate. The new ISL contains only 21 occupations (18 UK-wide and 3 Scotland-only), and the discount now applies only to the general threshold, not to the going rate. You must still be paid 100% of the going rate for your specific job code.

The “Whichever Is Higher” Rule
In 2026, every Skilled Worker visa application must meet two salary tests simultaneously:
Test 1: The general threshold for the Skilled Worker route, which is £41,700 per year (increased from £38,700 in July 2025).
Test 2: The going rate for your specific occupation code (SOC code), which is set based on the Office for National Statistics Annual Survey of Hours and Earnings data.
Your employer must pay you whichever is higher.

How the ISL Discount Works
If your job is on the Immigration Salary List, the general threshold drops to £33,400 instead of £41,700. But you still must be paid 100% of the going rate for your occupation. The discount only applies to the general floor, not to your job-specific rate.
So if you are a Biological Scientist (SOC code 2112, which is on the ISL) and your going rate works out to £42,994, you still need to be paid £42,994. The ISL discount does not help you in this case because the going rate already exceeds the reduced threshold.
The ISL discount is most useful for roles where the going rate is between £33,400 and £41,700. In those cases, ISL status means the job can be sponsored at the going rate without hitting the higher general threshold.
Health and Care Worker Exceptions
NHS nurses and other healthcare professionals have their own salary structure based on NHS Agenda for Change pay scales. According to information from Barar Associates, “registered nurses and medical professionals rely on other Skilled Worker / Health and Care Worker rules and national pay scales.” The minimum threshold for many Health and Care Worker roles starts at £25,000 under transitional provisions.
